UK Local Authorities Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a recent study of local authorities, English councils are planning to sell community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils for second-tier cities in England reported that six out of ten of councils are intending to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for selling playing fields and open spaces to shore up their budgets, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

The group noted that a significant number of authorities seeking to generate funds from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of local leaders stated they would prioritise restructuring services and using financial reserves to manage increasing financial challenges.”

Detailed Examples of Planned Sales

One local authority in southeast England said its property management strategy featured the sale of a shopping centre in Rainham and a community venue in another town to generate £20m over five years.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the plan.

Local Levy Rises and Wider Fiscal Pressures

The survey of councils in the coalition, which covers several urban centers, further found that more than 70% of authorities will need to increase local levies next spring to cover the rising cost of core provisions, increased rates of housing insecurity, and a longstanding accommodation deficit.

The authority explained it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these require time to achieve both better provisions and financial savings,” said a council leader.

He added: “There are demographic pressures which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of regional authorities recently further found local finances being stretched by the increasing figures of young people and older individuals requiring Send support.

A network of councils projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they grapple to manage rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until next year after a policy document outlining those changes was recently delayed.

Disadvantage and Financial Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the 2025 IMD measures,” said the study.

“Although only one key city is among the ten most deprived for deprived neighbourhoods countrywide, cities are far more likely to be in the worst-off 20% of England. The figures underscores the scale of challenges facing municipal officials across key cities in the coming year,” the report concluded.

“Council officials have been clear about the need for a fair and sustainable financial structure that accounts for and addresses the actual extent of deprivation and need,” said a council leader.

“Without this, local authorities will continue to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their residents.”

One in five of councils have reduced or weakened care services in the past 12 months, the survey revealed.
